Are regional laws limiting cross-border visual database access

I recently encountered this myself when trying to retrieve visual data from a partner archive in Frankfurt. Licensing restrictions came into effect at the API level, which I completely unexpected. It seems the restrictions are tightening faster than most developers can adapt their integrations.
