I recently read about the least technological countries: https://www.insidermonkey.com/blog/25-least-technologically-advanced-countries-in-the-world-1332860/
How about helping them with internet and technologies? It could bring new perspectives from their bright minds to us, and build friendships across boarders.
My tip world be to give a reasonably small donation to every university in their countries, along with updated hard- and software, and coursing in it's use, and it would soon spread theoughoit their countries.
Partnership with U.S. universities would be needed, and yearly cooperation from their universities' best professors to the U.S. Future job offers for their candidated would be an enrichment for both U.S, but also for Tesla, Space X, NASA and other large firms with high competance in Maths and Physics.
